How to Build a Manufacturing Plant in Mexico: Routes, Permits and Timeline

Building a manufacturing plant in Mexico comes down to four decisions: how you will operate (under a shelter company, in a leased building or through your own Mexican entity), where (an industrial park or your own lot), what the building has to carry (process, cranes, sprinklers, mezzanines), and who designs and builds it. A steel plant of 22,000 sq ft (2,000 m²) to 54,000 sq ft (5,000 m²) is usually delivered in 4 to 6 months from the start of the detailed design; the land use, the lot and the utility connections should start before that.

Three ways to operate a plant in Mexico

    ModelHow it worksFits when
ShelterA shelter company is the legal employer and importer of record, usually under its IMMEX program, while you run production. You want to start fast without your own Mexican entity, or to test the location first.
LeaseAn industrial park or developer leases you a standard or spec building.Standard space fits your process and you need it within weeks.
Own entity, built to suitYour Mexican company builds, or commissions, a building designed for your process. The process needs specific power, clear height, cranes or clean areas, or you plan to stay long term.

Many companies combine them: they start under a shelter in a leased building and move into their own plant once volumes are proven. Lease versus build for warehouse space is covered in industrial warehouses in Mexico for nearshoring; where to build in the state on the Arizona border, in manufacturing in Sonora.

    Permits for a new plant

Requirements vary by municipality, but the sequence below is the usual one for an industrial building in Sonora. The land-use certificate comes first and is worth getting before you buy the lot.

PermitIssued byWhen and how longWhat it takes
Land-use certificate (constancia de uso de suelo)Municipal urban development officeFirst, ideally before buying the lot. A land-use change can take 2 to 6 monthsDeed, location sketch, description of the activity
Soil study (mecánica de suelos)Soil mechanics laboratoryIn parallel with the design; required on every industrial projectHired directly from the lab
Building license (licencia de construcción)Municipal public works or urban development3 to 6 weeks with a complete fileArchitectural, structural and MEP drawings and calculations signed by a registered DRO (Director Responsable de Obra)
Environmental impact statement (MIA)SEMARNAT or the state environmental authorityOnly with industrial wastewater, hazardous materials or areas above the threshold; usually not for storage or mid-size clean manufacturingStatement prepared by an environmental consultant
Civil Protection approvalMunicipal Civil ProtectionAt the end of the work, before occupancyFire protection drawings, specialist's report
Operating license (licencia de funcionamiento)Municipal treasury or urban developmentTo start operationsThe previous permits; workplace rules (STPS) apply once workers are on site

If you operate under IMMEX, the maquiladora import program, it is processed with Mexico's Ministry of Economy, separately from the building permits. Who files what is part of the contract: on a design-build job the builder prepares the structural report and drawings the building license asks for.

    Timeline from site to occupancy

    PhaseDurationKey activities
    Scoping1–2 weeksRequirements, site evaluation, budget
Engineering and permits2–4 weeksStructural design, permit applications
    Fabrication3–6 weeksCutting, welding, coating
Foundation2–4 weeksEarthwork, concrete, anchor bolts (overlaps fabrication)
Erection and cladding2–5 weeksCrane work, bolt-up, panels
MEP and finish2–4 weeksElectrical, plumbing, doors, paint
Total10–20 weeksDepends on size and complexity

The building schedule starts once you have the lot and the land use. Utility connections run on their own clock: extending a power line from CFE can take months, so request the load early. Stage by stage, with who does what: the steel building construction process.

What the building has to carry

A plant is designed from the process outward. These are the inputs that change the structure, so they should be fixed before the structural design:

    Who designs and builds it

With a design-build contractor, one contract covers engineering, permit drawings, fabrication, foundations and erection, and you follow the job from the US. With separate trades you hire the engineer, the steel fabricator and the erector yourself and coordinate them. Questions

Can a US company own a manufacturing company in Mexico?

For most manufacturing activities, yes: Mexico's foreign investment law allows full foreign ownership in most sectors, with a short list of restricted ones. Many companies start under a shelter and set up their own Mexican entity later. Your Mexican counsel confirms the rules for your activity.

How long does it take to build a manufacturing plant in Mexico?

The steel building itself typically takes 10 to 20 weeks from engineering to handover; a 2,000 to 5,000 m² (about 21,500 to 54,000 sq ft) plant is usually delivered in 4 to 6 months from the start of the detailed design. Land use, the lot purchase and utility connections can add months before that, so start them first.

What permits does a new plant need in Mexico?

The usual sequence is a land-use certificate, a soil study, the municipal building license, an environmental impact statement when the process requires it, the Civil Protection approval at the end of the work, and the operating license. Requirements vary by municipality.

Is it cheaper to manufacture in Mexico or in China?

It depends on the product. Labor and part costs can favor Asia; freight time, inventory in transit, USMCA treatment for goods that qualify, and a shared time zone favor Mexico for many North American supply chains. Your trade advisor runs the landed-cost comparison for your product.

What is a shelter company in Mexico?

A company that acts as the legal employer and importer of record for your operation while you run production, usually under its IMMEX program. It is the fastest way to start without your own Mexican entity; the building can be the shelter's, leased, or built for you.
